Building Planning and Design Unit (BPDU) in 1974 under the Health Wing of the Ministry of Health and Family Welfare and Construction Management Cell in 1979 under the Family Planning Wing to provide health and family planning infrastructure facilities and health services at the doorsteps of the deprived rural people of Bangladesh. Two engineering units/cells named CMC) were formed. Later, under the 4th Population and Health Project in 1991, construction and maintenance management unit (CMMU) was established by merging BPDU and CMC with the aim of ensuring transparency, accountability, dynamics and financial discipline in project implementation. Later on 01/01/1997 AD 386 posts of CMMU were transferred to Revenue Department. Due to the increase in scope of physical infrastructure construction, maintenance and repair of the Ministry and in the interest of bringing transparency, accountability and dynamism in the implementation of projects and with the aim of implementing the short and long term plans of the Government, the Ministry of Establishment (currently the Ministry of Public Administration), the Ministry of Finance and the Secretary In view of the committee's recommendation vide the Ministry of Health and Family Welfare's Memorandum No-Swapcom/Construction/HED-27/03 (Part)/102, dated March 22, 2010 in the light of the decision of the Government, the Office attached to the Construction and Maintenance Management Unit (CMMU) under the Ministry ( As Attached Department) is promoted to Health Engineering Department (HED).
According to the responsibilities assigned to the HED, the scope of work is gradually increasing, in view of the recommendation of the Parliamentary Standing Committee on the Ministry of Health and Family Welfare, on the proposal of the Ministry of Health and Family Welfare, the Ministry of Public Administration, the Ministry of Finance and the Secretary Committee on Administrative Development approved and followed other formalities. Creation of additional 424 posts out of the existing 619 posts of the Directorate of Health Engineering under the Department of Health Services of the Ministry of Health and Family Welfare through Memorandum No. 45.00.0000.156.15.057.18-732 dated 23/12/2018 AD by the Construction Branch of the Ministry. is Currently, the total number of posts in the Directorate of Health Engineering is 1043.
