To bring health and family planning infrastructure facilities and health services to the doorsteps of all sections of the population, including the people of remote rural areas of Bangladesh Two engineering units/cells were formed under the Health Wing of the Ministry of Health and Family Welfare, namely the Building Planning and Design Unit (BPDU) in 1974 and the Construction Management Cell (CMC) in 1979 under the Family Planning Wing. Later, under the 4th Population and Health Project, in 1991, a project titled Construction and Maintenance Management Unit (CMMU) was established by merging BPDU and CMC to ensure transparency, accountability, dynamism, and financial discipline in project implementation. Later, 386 posts of CMMU were transferred to the Revenue Department from 01/01/1997 AD.As the scope of work of the Ministry for the construction, maintenance and repair of physical infrastructure has increased manifold and in the interest of bringing transparency, accountability and dynamism in project implementation and with the aim of implementing the government's short and long term plans,On the proposal of the Ministry of Health and Family Welfare, the Ministry of Establishment (now the Ministry of Public Administration), the Ministry of Finance and the recommendations of the Secretaries' Committee, through the Memorandum No. SWAPCOM/Construction/HED-27/03 (Part)/102 of the Ministry of Health and Family Welfare, dated 22 March, 2010 in light of the government's decision, the Construction and Maintenance Management Unit (CMMU) under the ministry was upgraded to the Health Engineering Department (HED) as an attached department. In view of the recommendations of the Parliamentary Standing Committee on the Ministry of Health and Family Welfare, as the scope of work assigned to HED has gradually increased, upon the proposal of the Ministry of Health and Family Welfare, approval by the Ministry of Public Administration, Ministry of Finance and the Secretariat Committee on Administrative Development and other formalities are completed & the Construction Branch of the Ministry of Health and Family Welfare created 424 additional posts in addition to the existing 619 posts in the Department of Health Engineering under the Health Services Division of the Ministry of Health and Family Welfare through Memorandum No. 45.00.0000.156.15.057.18-732 dated 23/12/2018. Currently, the total number of posts in the Department of Health Engineering is 1043.
